Royal Borough sets balanced budget for 2026/27

The Royal Borough has agreed the budget for 2026/27, following approval at the meeting of the Council on Tuesday 3 March 2026.

The spending plans, which see significant investment in vital public services and communities, aim to also rectify historical decisions and respond to the loss of funding through the government’s Fair Funding Review.

Given the scale of the £49m budget gap, despite £6m savings from transforming services, the budget is clear that the council will continue to need government support and will utilise the permission granted by the government to raise borough council tax by 7.49% from April 2026 - an increase of 2.5% above the standard 4.99% limit before a referendum is required.

While this will mean an annual increase of £106 for the council element of bills for an average band D property – the equivalent of £2 a week - borough bills will still be the lowest of all other Berkshire authorities and well below the national average.

State Visit to take place in two weeks

The President of the Federal Republic of Nigeria, Bola Tinubu, accompanied by the First Lady Oluremi Tinubu, will pay a State Visit to the United Kingdom as guests of their majesties The King and Queen from Wednesday 18 March to Thursday 19 March 2026 with preparations beginning on Tuesday 17 March.

To support this state visit, the Royal Borough is working with Thames Valley Police, the Crown Estate and other key partners, to minimise disruption to those that live and work in, or plan to visit Windsor.

Transport, traffic and parking restrictions

Parking restrictions will be in place in Windsor between midnight on Tuesday 17 November and 3pm on Wednesday 18 November. Signage will be in place to inform residents and businesses of the roads affected. The majority of car parks will be open, although some will be closed to support the state visit.

Some road closures are expected in Windsor between 9am and 3pm on Tuesday 17 March and Wednesday 18 March.

This will include:

  • B470 (including River Street, Thames Avenue, Datchet Road, King Edward VII Avenue and Windsor Road) (between 9am and 1pm).
  • Barry Avenue (between 9am and 1pm).
  • Castle Hill.
  • Thames Street.
  • High Street.
  • Park Street.
  • Sheet Street.
  • St Alban’s Street.
